## OVERVIEW

The head of the IAEA has told his board, in so many words, that nobody outside Iran has any idea where its enriched uranium is or what has been done with it. At the same time Tehran is getting ready to declare a restricted shipping zone that reaches past Hormuz into the Gulf itself, and Hormuz traffic has sunk to its lowest level since May. The US Energy Secretary then went on three Sunday shows and said a nuclear deal might never happen, which is a strange thing to say out loud while also insisting the strait is open.

## THE IAEA IS COMPLETELY BLIND TO IRANS NUCLEAR PROGRAMME

Rafael Grossi told the International Atomic Energy Agency (IAEA) Board of Governors that the agency has had no visibility into Iran's nuclear programme since at least June 2025 [1]. No access to declared sites, no verified inventory of the uranium enriched to 60 percent, no way to confirm whether any of it has been moved or diverted. "Completely blind" were his words. Fourteen months of war, bombing and blockade have passed with nobody checking, so the proliferation risk here is not theoretical, it is simply unverifiable.

## IRAN IS BUILDING ITS OWN SHIPPING RULES, NOT JUST BLOCKING THE STRAIT

Supreme National Security Council secretary Mohsen Rezaei says Iran will declare a new restricted zone in the coming days, starting at the US blockade line and running into the Persian Gulf toward key ports, with any ship that enters it added to an Iranian sanctions list [3][5]. Iran and Oman have also agreed maps for a new corridor through their waters that Iran intends to manage [5]. That is a parallel, Iranian-run shipping lane around the US-patrolled route. Traffic through Hormuz is averaging about ten commodity ships a day, down from over 100 before the war [5].

## US ENERGY SECRETARY: THERE MAY NOT BE A NUCLEAR DEAL

Chris Wright would not call the strait safe for ships that are not working with the US Navy, and put current flows at around nine million barrels a day against roughly 13 million pre-war [12]. That four million barrel gap is what keeps Brent near $97. More telling was his line that "there may not be a nuclear agreement," with the alternatives framed as destroying Iran's nuclear capability militarily or waiting for a different Iranian government [12]. A cabinet secretary saying that on three networks at once is not a slip. It is a policy position.

## WASHINGTON POST: A US BOMB HIT THE KUHESTAK WEDDING

A US Navy glide bomb aimed at a communications tower missed by about 135 metres and hit a house hosting a wedding, killing five civilians, according to the Washington Post citing a person familiar with the operation [9]. AP, the New York Times and Reuters had already pointed at a US munition. Washington has not accepted responsibility, and Iran's Supreme National Security Council says it "reserves the right to respond" [10]. With children among the dead and multiple Western outlets now on the record, this one is not going to quietly fade.

## IRAN DRAWS RED LINES AROUND AMERICAS HORMUZ PARTNERS

Tehran warned South Korea of "serious consequences" if it joins US-led escort operations; Seoul is weighing patrol aircraft and a logistics ship but has not decided [6]. Meanwhile three tankers turned back after an IRGC Navy warning, one of them a Qatari liquefied natural gas (LNG) carrier [11]. Qatar is a US partner that supplies around a fifth of the world's LNG. The squeeze is now landing squarely on Washington's allies, and each new one the US recruits gets its own personalised warning.
