## OVERVIEW

The Houthis have taken the Yemeni port of Mocha, putting them within about 50 miles of the narrowest point of the Bab al-Mandab, the Red Sea gateway Saudi Arabia has been using to get its oil around a closed Hormuz. Two Iranian sources told Reuters that Tehran itself told the Houthis to hit Saudi Arabia last week, even as Iranian officials insist they control nothing. Brent jumped another 6 percent to around $107, the IAEA board referred Iran to the UN Security Council for the first time in 20 years, and Trump says the war will not end before November's midterms while his own vice president and secretary of state have reportedly warned him it could run to 2029.

## Lead story: THE HOUTHIS TAKE MOCHA AND THE SECOND CHOKEPOINT COMES INTO RANGE

The Houthis now claim control of Mocha, the inland city of Hays and the Khalid ibn al-Walid camp, the largest military base in the region [1]. The commander of Yemen's government forces on the west coast, Tareq Saleh, admitted he ordered a "strategic retreat" south of Mocha to regroup, after his troops "paid a heavy price" [1]. A Houthi-linked estimate puts their gains at more than 6,000 square kilometres, though that figure comes from the side doing the claiming [1].

This is the most intense fighting in Yemen since the April 2022 ceasefire. The conflict monitor Acled counted 276 deaths in just five days in early September [1]. Saudi Arabia launched as many as 40 airstrikes on Thursday [1], and the Houthis say Saudi jets flew 54 strikes in 12 hours [11].

Here is why Mocha matters more than its size. About 50 miles south sits Perim Island, at the narrowest point of the Bab al-Mandab, where Africa and Arabia are only 12 miles apart [8]. Since Hormuz closed, Saudi Arabia has diverted its oil exports to the Red Sea [8]. On Wednesday roughly 28 commodity vessels passed through the Bab al-Mandab, against just seven through Hormuz [3]. The Red Sea's southern gate is now the route that actually carries Gulf supply, and the Houthis are marching toward it.

The bigger question is who is directing this. When Pakistan passed Iran a Saudi warning to rein in the Houthis, a senior Iranian official replied that "Iran does not control the Houthis" [11]. But two Iranian sources told Reuters that Tehran instructed the Houthis last week to attack Saudi Arabia, promised more money and weapons, and sent several Islamic Revolutionary Guard Corps (IRGC) commanders to Yemen to help coordinate [11]. That is anonymous sourcing and should be treated with care. It lines up with Saleh's claim that the offensive was "planned by Iran" [1], though he is hardly a neutral witness.

The Guardian's reading is that the Houthis want to pressure Riyadh and Washington into a deal that lifts the US blockade on Iranian tankers [1]. Whether or not Tehran gave the order, that is the effect: every mile the Houthis gain along the coast adds leverage to Iran's hand in the Gulf.

Iran is also stretching its own maritime claims. The IRGC says its "restricted maritime zone" now extends from roughly Chabahar through parts of the Gulf of Oman and the Arabian Sea [16]. Its spokesman claims US warships have pulled back at least 400 kilometres from Hormuz and that Iran will hit 20 targets for every two or three it loses [16]. The US has not confirmed the pullback.

Put it on a map and the picture is stark. Iran is contesting Hormuz and now the waters beyond it, while an Iranian-aligned movement advances on the other chokepoint the world has been relying on as the workaround.

## ALSO NOTABLE

- **The IAEA board has formally reported Iran to the UN Security Council.** It is the first such resolution in 20 years, passed with at least 23 votes in favour and Russia, China and Niger against [9][13]. The International Atomic Energy Agency (IAEA) believes Iran holds about 400kg of highly enriched uranium, enough for roughly 10 weapons if enriched further [13]. Council action is unlikely because Russia and China hold vetoes [13], and in a joint statement with Iran they called the resolution legally baseless [15]. Tehran had warned it would retaliate if the vote passed [13]. One Carnegie Endowment physicist told CNN he now sees "a 50-50 chance that Iran gets the bomb" within three years [9].

- **The numbers from Jordan and the tanker strikes do not match.** CBS reports the Iranian strike on Muwaffaq Salti Air Base left one A-10 with severe wing damage and about eight F-15s lightly damaged, with more than 30 Patriot interceptors fired in defence [5]. A Trump administration official called the same attack "ineffective" [17], and US Central Command (CENTCOM) has not confirmed any damage [5]. On tankers, CENTCOM has confirmed eight destroyed in two operations, Trump says "about nine," and Rubio says of Tuesday's five that "four were damaged. One was sunk" [12]. "Destroyed" is doing a lot of work in those statements.

- **Iran has been buying Chinese goods, including air defence equipment, with oil credits.** Reuters sources describe a barter-like mechanism in which Iranian crude is exchanged for credits for Chinese imports, used for medicines, vehicles and communications gear, and at least once for air defence equipment worth millions [4]. Reuters could not verify the transactions. It also could not say how the arrangement survives the blockade, since no Iranian crude has reached China through Hormuz since mid-July [4].

- **Israel answered the sanctions with more settlements.** A day after 12 Western countries announced settlement trade restrictions, Finance Minister Bezalel Smotrich unveiled 1,000 new housing units in the Kida and Havat settlements in the northern West Bank, calling it "another historic step in the settlement revolution" [14]. If the sanctions were meant to slow settlement growth, the first response was to speed it up.

- **A new documentary puts Israeli insiders on camera about Gaza.** NAZA, from Oscar-winning Israeli directors Yuval Abraham and Rachel Szor, premiered at Venice with testimony from 24 Israeli military and intelligence insiders [2]. They describe AI-based systems to generate large numbers of low-ranking Hamas targets who were bombed at home at night despite the knowledge their families would die, and neighbourhoods destroyed while up to 25 percent of residents were estimated to still be inside [2]. One interviewee from a unit reporting to the prime minister's office said its mission was to "thwart peace" [2].

## MARKETS & MONEY

This was the day markets stopped treating the war as a contained oil story. Brent jumped about 6 percent to $106.70 and WTI went through $100. Heating oil, the diesel proxy, crossed $5. The Oil Volatility Index leapt roughly 16 percent, so fear is back after weeks of complacency.

The tell is what fell. Gold slipped, silver dropped about 5 percent and copper about 5 percent. Industrial metals falling while oil soars is the market pricing slower growth alongside an energy shock, and the US 10-year yield climbing to 4.92 percent says investors expect inflation and tighter money rather than a rush to safety. That combination has a name, and it is not a pleasant one.

Israel's TA-125 fell about 1.4 percent and the shekel weakened. Tanker operator Frontline rose another 3 percent: somebody still profits from ships that can charge for the risk.

## WESTERN IMPACTS

Trump has now told Americans directly that relief at the pump is on hold. He said oil prices will not come down until after the 3 November midterms, and that the war will end "immediately after the election because they can't hold out any longer" [7]. He also claimed, without evidence, that Iran is trying to swing the election [7]. By his own account, people are telling him "I wish you didn't do the war in Iran. Now gasoline is up" [7].

That timeline sits awkwardly with what his own team is saying in private. The Wall Street Journal reports that Vice President JD Vance and Secretary of State Marco Rubio both warned in closed-door discussions that Iran could withstand the blockade and other military pressure, and that the war could last until the end of Trump's term in 2029 [10].

At the Republican convention in Dallas, Trump promised a $5,000 "dividend" to every adult American if Republicans win both chambers of Congress [6]. With nearly 270 million adults, that would cost around $1.3 trillion, and he gave no detail on how it would be funded or approved [6]. It is a campaign pledge built on top of a price shock he says cannot be fixed until after the votes are counted.

For Europe and Asia, the quieter number is gas. No liquefied natural gas (LNG) tankers left Hormuz on Wednesday, and the near-halt of traffic has removed about a fifth of the world's seaborne LNG supply from the market [3].

## WHAT TO WATCH

1. **Perim Island and Bab al-Mandab traffic.** The Houthis are about 50 miles from the island that commands the strait [8]. Watch whether they push south from Mocha, and watch the daily commodity vessel count through the Bab al-Mandab, which has been holding near 27 [3]. A sharp drop there would mean Saudi Arabia's Hormuz workaround is under direct threat.

2. **Iran's response to the Security Council referral.** Tehran promised retaliation if the IAEA resolution passed [13]. Watch for moves that reduce cooperation even further, and for whether Western powers try to bring a Council resolution that Russia and China would be forced to veto in public.

3. **The first ship stopped in Iran's expanded zone.** The IRGC now claims restrictions reaching into the Gulf of Oman and the Arabian Sea [16]. A declared zone is a statement. The first vessel boarded, turned back or hit outside Hormuz itself will show whether Iran can actually enforce it that far from its coast.
